 Sub: Invitation to attend consultation on 24th August 2013.

               As you know, Human Rights Law Network (HRLN) and South India Cell for Human Rights Education and Monitoring (SICHREM), in collaboration with a number of other civil society organizations, had conducted an initial consultation of the need to discuss and assess the functioning of the state human rights commission in Karnataka. A broader consensus had emerged in this meeting about holding a public hearing on the need to engage with SHRC. The Independent People’s Tribunal (IPT) organized on 7th May 2011, was a direct outcome of this meet and follow up actions by all groups. The IPT saw a number of victims deposing before an eminent jury, backed by expert testimonies by individuals working on rights issues.

Simultaneously, a team of researchers was analyzing the cases, orders and other aspects related to the functioning of the commission, while human rights lawyers filed and followed up with new cases with the commission.

The net outcome is a comprehensive document, published as Rugged Road to Justice: A Social Audit of Human Rights Commissions in India.  This publication covers functioning of the SHRCs in six states, Karnataka being one of them. The report is a comprehensive document looking incisively at the trends of violations, narratives by victims, handling of cases by the KSHRC, providing an analysis of cases, orders, composition of SHRC etc., followed by the observations  and recommendations by the jury.

It was agreed upon by the organizers of the IPT that once the report is out, it needs to be discussed in detail, the jury recommendations need to be used for advocacy and campaign and lobby with policy makers and bureaucrats in order to make the SHRC more functional and more accountable towards justice delivery.

Hence, HRLN and SICHREM are organizing a consultation on this issue in Bengaluru on August 24, 2012 between 10.30 AM – 3.00 PM and the venue is Hotel Paraag, Behind Hotel Capitol, Raj Bhavan Road, Bangalore 560001.
